Ontario has the largest LLQP candidate pool in Canada. The province’s regulator, FSRA (the Financial Services Regulatory Authority of Ontario), oversees licensing once you’ve passed your LLQP modules. The process is straightforward, but it involves several important steps.

The Ontario-Specific Path

  1. Enrol with an approved LLQP course provider.
  2. Complete the four course modules.
  3. Receive your provider’s certificate of completion.
  4. Book and pass all four LLQP exams through CPAOnline.
  5. Secure a sponsoring insurer in Ontario.
  6. Apply to FSRA for your Life Insurance Agent Licence.
  7. Obtain Errors and Omissions (E&O) insurance.
  8. Receive your FSRA licence number and begin selling.

Steps 1 through 4 are essentially the same across Canada. Steps 5 through 8 are specific to Ontario’s licensing process.

FSRA in 60 Seconds

FSRA replaced the Financial Services Commission of Ontario (FSCO) in 2019. It regulates insurance, mortgage brokers, credit unions, pension plans, financial planning, and loan and trust companies throughout Ontario.

For life insurance agents, FSRA is responsible for:

  • Monitoring continuing education compliance
  • Investigating complaints and disciplinary matters
  • Processing sponsor changes
  • Imposing sanctions when necessary

The FSRA website is the primary licensing portal, and most of the process can be completed online.

Ontario Eligibility Requirements

To apply for an Ontario Life Insurance Agent Licence, you must:

  • Be at least 18 years old
  • Be legally entitled to work in Canada
  • Have successfully completed all four LLQP modules within the required time frame
  • Be sponsored by an Ontario-licensed insurer
  • Maintain the required Errors and Omissions insurance
  • Meet FSRA’s suitability requirements, including character and conduct

There is no Ontario residency requirement. Advisors living in other provinces can obtain an Ontario licence if they meet the licensing requirements.

The Sponsor Requirement

Ontario requires you to have a sponsoring insurer when you submit your licence application.

Who can sponsor you?
Any Ontario-licensed life insurance company. You don’t have to be an employee. Most new advisors work through a Managing General Agency (MGA), with one of the insurers represented by that MGA acting as the official sponsor.

Multiple sponsors:
Many experienced advisors are contracted with several insurers at the same time, allowing them to offer products from multiple companies.

Sponsor responsibilities:
Your sponsor confirms you’re qualified to apply for licensing and agrees to supervise your activities. Sponsors are also required to notify FSRA of certain licensing issues.

Ontario Licensing Fees

As of 2026:

  • Initial licence application: $150
  • Annual licence renewal: $50
  • Late renewal penalties: Vary depending on the circumstances

These fees are separate from your LLQP course costs and examination fees.

Continuing Education in Ontario

Ontario requires licensed life insurance agents to complete continuing education (CE) during each licensing cycle.

Current requirements include:

  • 30 CE credits during each two-year licensing period
  • 15 credits completed during each year
  • At least 8 credits focused on compliance topics, such as PIPEDA, FINTRAC, and replacement rules

Most MGAs and insurers provide free webinars and training sessions that qualify for CE credit.

E&O Requirements in Ontario

Minimum Errors and Omissions insurance requirements include:

  • $1 million coverage per occurrence
  • $2 million annual aggregate coverage
  • Continuous coverage while your licence remains active

Many MGAs offer group E&O plans at discounted rates. Stand-alone policies are also available.

Timeline From Exam to Licence

A typical Ontario timeline looks like this:

  • Day 0: Pass your fourth and final LLQP module.
  • Days 1 to 7: Finalize your sponsor and complete your MGA paperwork.
  • Days 7 to 14: Submit your FSRA application and pay the licensing fee.
  • Days 7 to 14: Arrange your E&O insurance.
  • Days 14 to 21: FSRA reviews your application. Straightforward applications are often processed within five to 10 business days.
  • Around Day 21: Your licence is issued, and you’re legally authorized to sell life insurance in Ontario.

For most applicants, the process takes two to three weeks after passing the final exam. Applications requiring additional information may take longer.

What Slows Down Ontario Applications

  • Criminal history disclosures that require additional review

Renewal in Ontario

Ontario life insurance licences must be renewed every two years.

Before renewing, you’ll confirm:

  • Your sponsor information
  • Completion of your continuing education requirements
  • Current E&O insurance coverage
  • Your contact information

After paying the renewal fee, your licence remains active.

If you miss your renewal deadline, your licence may lapse, requiring additional steps before you can resume selling insurance.

Do I need to live in Ontario to hold an Ontario licence?
